Put your trash cans away please...

I have noticed that since we have changed trash service a new phenomena has arose...for some unexplained reason many of my neighbors have begun leaving their trash cans out all week instead of putting them away each week. One Monday, 3 days after pick up I counted 5 houses with the cans still at the curb and 5 others where the cans had been moved off the curb but were still visible in front (or beside) the house. Is there something that can be done about this unsightly practice?
