Victim left bike locked to a tree. When returned, lock was cut and bike taken.

Victim locked bike with cable lock. Came back 2 hrs later, lock was cut and bike taken.

Ofcr. advised of several males chasing victim. Ofcr sees victim on ground being kicked by suspect. Suspect arrested.

FRAUD
Victim receives call from subject stating he's from PG&E. Told that his power would be turned off if he did not purchase a $496 pre-loaded debit card and provide them with access code.
