I assume at risk means he is not in control of himself so you also might be at risk if you try to help him

I'm thinking at risk to himself, such as Alzheimer's??

"At Risk" means that Eric is unable to take care of himself. He is developmentally delayed mentally and needs 24 hour supervision. It means that he is like a very young child that is lost and needs to be found.
