City Adopts Bylaws for Advisory Committees

Members of the temporary panels will now have to follow a code of conduct, which includes refraining "from abusive conduct… or verbal attacks."

The City Council adopted bylaws this week that outline standard rules, procedures and a mandatory code of conduct for temporary advisory committees. 

The bylaws stipulate standard procedures such as that the "order of business" for each meeting should include a pledge of allegiance and roll call. 

The rules of decorum instruct committee members to "refrain from abusive conduct, personal charges or verbal attacks upon the character, motives, ethics or morals of other members of the committee."

"We didn't really have any procedures to handle our temporary advisory committees," City Manager Steve Burrell said at Tuesday's City Council meeting. "Since the code is silent on the process and procedures, this will give us a code of conduct to help in the authorization of the committees."

Advisory committees are usually formed by the City Council and are composed of residents who study a certain issue and recommend how the city should respond.

Hermosa has two active advisory committees: the Green Task Force, which is dedicated to helping the city become environmentally sustainable, and the PCH-Aviation Committee, which focuses on PCH and Aviation Boulevard road improvements.
