City to Consider Fees, Public Hearing

The City Council to hold a public hearing April 26 for resident input on proposed changes to fees associated with public services.

The Hermosa Beach City Council has decided to hold a public hearing on April 26 to discuss proposed changes to fees related to city public services.

The council reviewed an independent study from the independent firm Revenue and Cost Specialists in a special meeting Tuesday that outlined the cost of services and how fees can be changed or adopted to better benefit the community and generate revenue.

The report , but the panel wanted to discuss the fees in more detail (see accompanying document under photo).

“It’s a sign of the times. We can’t just rest on what we’ve done for the past 20 years. I think we can be more productive,” said Mayor Peter Tucker while thumbing through pages of proposed changes Tuesday.

The report suggested that the city increase some fees, decrease others, and keep some the same. During a part of their special meeting, council members focused on new fees that the report identified and proposed.

The city could generate $929,100 in additional revenue if it charges the fees proposed in the study, according to city staffers. Services that the study proposes to attach fees are:

Development Services

  • $1,230 for mural review application. There is no fee being charged now.
  • $236 for temporary use permit application. There is no fee being charged now.
  • $2,155 for unusual architectural/building review application. There is no fee being charged now.
  • $1,670 for determination of similar use application (50 percent of this fee would be credited towards future code text amendment fees related to the same project.) There is no fee being charged now.
  • $1,145 planning commission interpretation application. There is no fee being charged now.
  • $900 for request for reasonable accommodation. There is no fee being charged now.
  • $120 for categorical exemption application. There is no fee being charged now.
  • $1,970 for recirculated negative declaration application. There is no fee being charged now.
  • $645 for administrative use permit application for abandonment of existing conditional use permit. There is no fee being charged now.
  • $450 for deed restriction/covenant review application. There is no fee being charged now.
  • Fee charge for development agreement determined by rates for personnel involved and any outside costs. There is no fee being charged now.
  • $300 for landscape plan review application. There is no fee being charged now.
  • $695 for landscape plan review application. There is no fee being charged now.
  • $135 per preliminary plan review meeting (this fee will be credited against future fees for a consistent project.) There is no fee being charged now.
  • $395 per extra meeting prior to or after application submittal to determine project requirements. There is no fee being charged now.
  • $1,150 per special meeting due to project complexity. There is no fee being charged now.
  • Fee charge for traffic study determined by rates for personnel involved in the study. There is no fee being charged now.
