Oversized Vehicles on Council Agenda

The Hermosa Beach City Council will discuss possible regulation for the parking of oversized vehicles, such as RVs, within city limits.

As some Hermosa Beach residents have complained to the city about the many hours oversized vehicles might park on local roadways, or the space they take up, the City Council has planned to hold a public hearing in a meeting Tuesday to discuss possible ways to regulate the parking of such vehicles so that they do not become a nuisance.

Nearby Southern California cities have adopted rules for oversized vehicles. For example, the Los Angeles City Council last year passed an ordinance allowing Venice residents to request that overnight parking restrictions be placed on their streets for vehicles longer than 22 feet or taller than 84 inches.

Hermosa residents are invited to weigh in on whether such regulation should be considered locally.

The Hermosa Beach City Council also plans to hold a hearing to discuss the levy and collection of assessments for the Hermosa Beach Landscaping and Street Lighting District for fiscal year 2011-2012 (see accompanying city staff report under photo.)

In municipal matters, the Business License Tax Review Committee will present to the council for consideration to be placed on the November municipal election ballot.

The Fresh & Easy Neighborhood Market has submitted a request for the council to write a letter to the state Department of Alcoholic Beverage Control on its behalf, explaining that a liquor license for off-sale alcohol at 727 PCH, where the grocery chain is interested in opening a store, is of "public convenience or necessity."

The council will discuss the request, which is sought because the ABC has determined that there is an overconcentration of liquor licenses in the area where the store is proposed to be located.

The council will discuss whether to employ an independent contractor to produce an economic review of the city’s overall pension plan for workers and liability (see accompanying staff report under photo.)

A in June found that Hermosa’s pension costs are among the highest in the county.

In an effort to promote green building in the community, the council will discuss fee rebates for retrofits that qualify for the Energy Upgrade California program; fee waivers for permit costs associated with a solar photovoltaic (PV) installation, including building and electrical permit fees; and reducing fees for installing small wind energy systems.

The council meeting is Tuesday at 7 p.m. in council chambers.
