Tattoos, Budget on City Council Agenda

Public hearings will be held Tuesday to discuss city regulations on local tattoo studios and the 2011-2012 city budget among other financial decisions.

The Hermosa Beach City Council on Tuesday will hold a public hearing to discuss to further regulate tattoo studios within city limits. 

Some residents that they were concerned about a proliferation of tattoo businesses in town—so the panel directed the Planning Commission to review current municipal code that addresses tattooing.

The U.S. 9th Circuit Court of Appeals last year, after ruling that tattooing is a form of expression protected by the First Amendment.

As the council held a budget workshop Monday night, panel members Tuesday will discuss the 2011-2012 fiscal year and consider adopting a budget as well as an appropriation limit.

The council will discuss possibly terminating the 2010-2011 and 2011-2012 Community Development Block Grant general administration project and transferring those dollars (of about $9,800) to the city’s unallocated block grant funds.

The council will discuss a resolution to adopt the new schedule of fees and charges for city services recommended in a recent .

Council members will review to be placed on the Nov. 8 election, as well as resolutions that would affect the general municipal election operations, such as requesting election consolidation with the county.

The council also will discuss possibly amending municipal code to further regulate the parking of oversized vehicles in the city as they “have been the subject of increasing complaints from residents,” according to a city staff report.

With July 4 around the corner, the council will discuss hiring Los Angeles County Deputy Sheriffs to assist the Hermosa Beach Police Department with patrolling the downtown area during the holiday.

The council meeting is Tuesday at 7 p.m. in council chambers.
