Transportation, Election on Council Agenda

The Hermosa Beach City Council is to discuss the 2010 Congestion Management Program for Los Angeles County, as well as possible ballot items in the upcoming Nov. 8 municipal election.

The Hermosa Beach City Council on Tuesday will hold a public hearing to discuss the Los Angeles County Congestion Management Program and this year’s local report.

State law requires that a congestion plan (which focuses on transportation, land use and air quality) be developed, adopted and updated biennially for every county that includes an urbanized area and every city and government within that county, according to the county Metropolitan Transportation Authority.

Hermosa Beach is required each year to certify to the MTA by Sept. 1 that it has complied with the congestion management plan (see accompanying city staff report under photo.)

The council in its previous meeting to place the Hermosa Beach Business License Tax Committee’s proposed tax plan on the Nov. 8 municipal election ballot.

On Tuesday the council will decide whether to officially adopt that resolution, along with a resolution to place on the ballot .

Council members also will deliberate any other pertinent resolutions concerning the placement of measures on the election ballot.

The council will discuss a proposed pilot program that targets the trash facilities at Lots A and B adjacent to Pier Plaza.

Council members will discuss waiving fees for photovoltaic solar projects within city limits as an effort to encourage green building practices. Similarly, the council will discuss a possible fee reduction for small wind energy systems and other city incentives to advance sustainability.

Council members will discuss a pension liability report (see accompanying staff report under photo)—this discussion comes just a month after a  found that Hermosa’s pension costs were among the highest in the county.

The council will consider submitting a draft general housing plan to the state Department of Housing and Community Development for tentative certification as it addresses lower income housing needs.

The council will discuss whether to change municipal code to allow outdoor dining on the public right-of-way in commercial areas, such as upper Pier Avenue.

The council will discuss an emergency operations plan as well as planned to 14th Street facilities.

The council meeting is Tuesday at 7 p.m. in council chambers.
