Duties include the enforcement of all ordinances and laws of the city, exercise authority over city employees, to appoint or remove all employees and officers of the city (excluding the city clerk, city treasurer and city attorney), to keep the city council informed on fiscal conditions, to attend city council meetings, to present the proposed annual budget to the city council, to purchase supplies for the divisions and departments of the city, to investigate all concerns and complaints made of the city's administration and to supervise all public property that is owned by the city.
